Government activates INTERPOL processes after releasing passport details of Russian national accused of privacy violations in Ghana.

Russian man Yaytseslav (Vladislav Liulkov) has been officially identified by the government as the individual accused of secretly recording women during a visit to Ghana, following the release of his full passport details.
The disclosure was made public by the Minister for Communications, Sam George, who shared the information via X as part of ongoing efforts to hold the suspect accountable.
Passport Information Confirmed
According to the details released, the suspect’s full name is Vladislav Aleksandrovich Liulkov, a 36-year-old Russian national.
The passport, bearing number 77 7784005, was issued by Russian authorities on December 9, 2025, and remains valid until December 9, 2035. It lists his date of birth as September 19, 1989, and his place of birth as the Uzbek SSR, formerly part of the Soviet Union.

Government Pursues International Arrest
The government has confirmed that diplomatic channels have been activated and steps are being taken to secure an international arrest warrant through INTERPOL.
Authorities say the move is aimed at ensuring the suspect faces justice for alleged violations of privacy and the non-consensual recording and distribution of intimate content.
Videos Shared on Social Media Platforms
Videos linked to Liulkov reportedly showed him inviting women to his apartment under various pretences. The footage was later uploaded to TikTok and Telegram, where it circulated widely and sparked public outrage.
The case has renewed discussions around digital privacy, consent, and the enforcement of cybercrime laws in Ghana.
Investigations Ongoing
Government officials say investigations remain active, and the public has been urged to allow due process to take its course as international cooperation efforts continue.
