Government Partners with Private Schools to End Double Track System

The Ministry of Education has reaffirmed its plan to pay GH¢994 per student every year to support private schools that are part of the 2025 Free Senior High School (SHS) programme.

According to citinewsroom.com, Education Minister Haruna Iddrisu made this known during the signing of a Memorandum of Understanding (MoU) between the ministry and the Conference of Heads of Private Second Cycle Schools on Thursday, October 16, 2025.

GH¢994 Support for 25,000 Students

Haruna Iddrisu explained that about 25,000 students will benefit from this initiative, which is part of efforts to end the double-track system in public SHSs.

“The government is committed to providing a stipend to support the transition of that category of students moving into private schools. For a start, that’s the commitment we make to the Ghana National Council of Private Schools,” he stated.

President of the Conference of Heads of Private Second Cycle Schools, I. K. Mensah, thanked the government for the initiative, clarifying that the pilot phase will cover only day students placed in private schools.

“For now, during this pilot system, the Ministry will place only day students with us and pay GH¢994 per child,” he noted.

25 Private SHSs Join Free SHS Programme

The Ministry of Education has approved 25 private Senior High Schools for inclusion in the 2025 Computerised School Selection and Placement System (CSSPS) under the Free SHS policy.

This is the first time private SHSs have been integrated into the Free SHS programme — a move designed to expand access to quality education in areas where public schools are full.

The selected schools, listed under Category E, are co-educational day schools located across all 16 regions.

They offer a range of programmes including General Arts, Science, Business, Technical, Visual Arts, Home Economics, and Agriculture.
